    The Civil Human Rights Front is a group of more than 30 non-government organizations.  We join force to hereby protest against the Hong Kong SAR government's decision to legislate on Article 23 of the Basic Law in the name of "national security", which we believe is but a deliberation to step up state control and to suppress dissenting voices. It seeks to restrict our civil society and will inevitably end up depriving us of our basic human rights protection.

 

    By fostering in Hong Kong an ambience of consternation and mistrust, the enactment of laws under Article 23 is to throttle the healthy development of its civil society.

 

    In view of the absence of genuine democracy in HK, we strongly believe such legislation is going to transform the nature of our society from its fundamental.  Not only will it put our rights to information and to academic research at risk, it is also going to seriously threaten the many freedoms we have been enjoying by far -  that of thought, of belief, press, creation, expression and association ... for instances.

 

    Hence, we are here to express our strongest opposition to any legislation under Article 23 of the Basic Law.
