The Society of Publishers in Asia (SOPA) has submitted its comments to the LegCo Panel on 29 October to express deep concern about certain provisions of the Consultation Document entitled "Proposals to implement Article 23 of the Basic Law," which is currently open for public comment. SOPA believes that many of the proposals made in the Consultation Document would have a stifling effect on freedom of expression in Hong Kong.  This is not merely of concern to the local media, but also will have a strong impact on the many regional and international media organizations operating in Hong Kong.
