Member of National People's Congree, Chairperson of the China Patriotic Catholic Association, Catholic Diocese of Beijing Michael Fu Tieshan commented on Bishop Zen Ze-kiun on his stance on Basic Law Article 23. Bishop Fu said that members of the clergy should "Give Caesar what belongs to Caesar, and to God what belongs to God". He said it is not appropriate to fault any of these two sides. He also said Clerics should have a patriotic spirit, they should have the spirit to protect national dignity. He hoped Church in Hong Kong would love the country, love Hong Kong and love the Church.
Bishop Zen responded that he understood the situation Bishop Fu is in. He belives that expressing his worry on Article 23 legislation and dissatisfaction on the consultation is actually an act of love the country and love Hong Kong.
