Legislative Council has received a letter on 26 February from "A Hong Kong citizen" criticizing the Basic Law Article 23 advertisements on television and radio channels by the government. He/she believes that it is inappropriate for the government to put the advertisements on air before there is any consensus among the Hong Kong society on Article 23 legislation. The advertisements' aim is to "brainwash" the audience. Legislative Councillor Emily Lau has then sent a letter to Mr. Henry Tang, Secretary for Commerce, Industry and Technology, questioning the cost of the advertisements, and the guidelines of government advertisements. Security Bureau has replied on 7 March that the advertisements has cost the government 1 million dollars. Security Bureau also claimed that producing such advertisements is a "duty" of the government.
