BLAIR visited Beijing and met Chinese Premier WEN Jiabao on 21 July 2003. Below
is part of the transcript regarding Hong Kong:-
Chinese Premier WEN Jiabao recalled that since Hong Kong's return to the mainland, the Chinese Government has strictly abided by the Basic Law. In the past six years, Hong Kong was hit by the Asian financial crisis, the global economic slowdown and the SARS outbreak. However, Hong Kong has scored well in terms of economic stability and development, the city's people have seen the full guarantee of their legal rights and freedoms. History has proven that "One Country, Two Systems" principle has been successful in Hong Kong, as well as winning international acclaim. A stable and prosperous Hong Kong benefits all Chinese people including Hong Kong compatriots - and boosts foreign interests in the city. Wen expressed the hope that countries wishing to gain from Hong Kong's prosperity will do more to support the city's stability and development.
Tony BLAIR, the British Prime
Minister, said the British side appreciates the Chinese side's treatment of
Hong Kong's recent issues and hopes to find a way to maintain the city's
stability. History has proven that the implementation of the "One Country,
Two Systems" principle has been successful in Hong Kong.
Mr. BLAIR said after the meeting,
"there are proposals to move towards greater democracy in Hong Kong.
Obviously we support that."
"I
hope very much -- and I will know this better once I have had direct talks in
Hong Kong -- but I hope very much that we can get that process of change back
on track." Mr. BLAIR said.
