At the opening of the new legal year yesterday, the Chief Justice, Mr. Andrew Li Kwok-nang made a plea for rational debate, saying the enactment of new laws should not involve a tussle of strength between the government and its critics. Despite his denial, his remarks were perceived to be referred to the debate on the Article 23 legislation, which has split the society.

 

On the other hand, chairman of Hong Kong Bar Association, Mr. Leong Kah-kit, strongly criticized the government for a series of actions undermining the rule of law since the handover. He urged the Government to issue a white bill on Article 23 legislation, saying that the rule of law should never yield in the name of alleged expediency and efficiency of government.

 

Mr. Leong's remarks drew criticism from Ms Elsie Leung, Secretary for Justice. She said she was amazed that Mr. Leong failed to talk about the issues relating legal professions but to criticise the Government. The Department of Justice released a statement at that night, saying that it was regrettable that Mr. Leong used the ceremony to launch an attack that was sweeping and exaggerated.
