Security Bureau issued a consultation document on Basic Law Article 23 legislation on 24 September, and allowed 3 months for public consultation. The consultation ended on 24 December. Acting Permanent Secretary for Security Timothy Tong Hin-ming announced in a press conference that Security Bureau has received more than 800 submissions from different groups, more than 7,000 submissions from individuals, and a total of 90,000 submissions as well as 300,000 signatures.
