There was heated debate in the society since the release of "Proposals to implement Article 23 of the Basic Law" by the SAR Government on 24 September 2002. In the three-month consultation ended on 24 December 2002, groups and individuals have used comics, videos, publications and other articles to express concerns over the legislative proposals.
